The floating (although only a few feet off the ground) bright purple stone tower of Nystra the Dark, located in Xios.
Around its conical roof float and rain permanent small rain clouds. The water vanishes before hitting the ground. Cloudburst is three stories tall, in the Arcanist's District, and surrounded by an acre of lush, tropical garden.
In this garden is Nystra's teleportation circle, which she protects with magical wards.
