An underground city beneath Boscanari, built over 100 years ago to keep the poor, dispossessed, sick, and lame out of sight of the city's pleasant gardens and groves, which purpose it still serves today, in addition to being a hotbed of crime.
Organized crime here is run by a gang called The Claws of Wengshan.
