Think medieval North and Southern Africa. There are several rulers calling themselves "King" in this flat, dry and rocky land of about one million. Somehow the various "Kings" agree on the administration of the nation, and rarely come to blows. To the east the nation fades into the lawless steppe of the Wild Plains, which is roamed by powerful barbarian tribes of several races.
