Lady of Pain

An entity of god-like power which rules Sigil, who, in her rare appearances, manifests as a tall, thin, humanoid female with coldly beautiful features, wearing long robes and a halo of long, wicked blades. She floats above the ground and never speaks. Being in her shadow causes beings to break out in painful boils. With a glance she can banish anyone who defies her will (or who cares to worship her) to her to interdimensional prisons, from which they never return.
