Outlands

A true neutral-aligned plane of existence at the center of the Great Wheel. Parts of it resemble each plane it borders, and at the borders with those planes stands a city that functions as a transition into it. At the center of this infinite plane is the infinitely tall spire around whose top Sigil floats.
